This should be a bit faster (since we now only notify one tile instead of all
for each update). It also resolves the max listener warning.

452fbb076b Add a dialpad UI for PSTN lookup 
Queries the homeserver for PSTN protocol support, and if found,
the add-room button on the DM rooms list section opens a context
menu instead with a 'dial pad' option as well as the current 'start chat'
dialog. Entering a number into this and pressing dial performs
a thirdparty user query for the given string and starts a DM with that
user.

107fa98180 Support arbitrary widgets sticking to the screen + sending stickers 
Following https://github.com/matrix-org/matrix-react-sdk/pull/5385, it is now possible for a widget to request these capabilities without being a video conference or sticker picker. This commit actually enables this support for those kinds of widgets.

This commit also fixes an issue in the URL templating where some variables might get set to 'undefined' - this appears to be a scoping issue, so StopGapWidget now stores the definition alongside the superclass.

7ec1d5a881 Fix a bunch of silly lint errors 
At some point the script to generate .eslintignore.errorfiles had
been run and added all these files to the ignore list, often because
they lacked a space before a brace or something equally mundane.

These are the easiest bunch.

7ad366603a Support rejecting calls 
Use the 'reject' method when we want to reject an incoming call
rather than end one that's in progress. Also get our error messages
right for the other side rejecting the call (albeit still with
placeholder dialog-box UX).

8962f7ae9e Convert CallHandler to typescript 
and remove the old conference call stuff while we're at it: enough
time should have passed since those mistakes that we can move on.
The old conference call rooms will still appear for anyone whose
account dates back to that time, but they've presumably been appearing
in any other matrix client they used too.

24d0950b7e Adjust layout and formatting of notifications / file cards 
This follows some polish time with a designer.

The placeholder text on the two panels was tracking up/down when the width was changed. This is fixed by adjusting some of the flexbox properties to center it more safely. 

We also spent some time making the notifications panel more legible while we wait for the overhaul to land.

1ffc6d5bd3 Make the hangup button do things for conference calls 
Behaviour constraints:
* If you're not in the conference, use a grey button that does nothing.
* If you're in the conference, show a button:
  * If you're able to modify widgets in the room, annotate it in the context of ending the call for everyone and remove the widget. Use a confirmation dialog.
  * If you're not able to modify widgets in the room, hang up.

For this we know that persistent Jitsi widgets will mean that the user is in the call, so we use that to determine if they are actually participating.

When editing multi-line text this option helps to prevent accidentally
sending a message too early. With this option, Enter just inserts a new
line.

For example, composing programming code in a dev chat becomes much
easier when Enter just inserts a new line instead of sending the
message.

49abfc1fb2 Ensure sublists are updated when rooms are removed from them

This is in two parts itself: The `RoomSublist` needs to break its references to the `RoomListStore`, so it now clones the room arrays. The `Algorithm` is the other part, which is slightly more complicated.

It turns out that we weren't handling splicing as a change in the `ImportanceAlgorithm`, therefore the `Algorithm` wasn't really feeling like it needed to change anything. Further, the `Algorithm` was using the wrong reference to where it should be dumping rooms (`this.cachedRooms` is a getter which returns a different object depending on conditions), so having fixed that we need to ensure that the filtered and sticky maps are also updated when we remove a room. Because we send the new tag through a Timeline update, we'll end up updating the tag later on and don't need to update the filter and sticky collections.

We were checking to see if the tags were visible at render time, but we needed to ensure that they were(n't) included when checking for diffs. This introduces a new kind of object cloning for semantic reasons.

This also fixes the selection indicator being a bit off on custom tags.

900c234434 Internalize notification state handling for lists 
This reduces the update cost of rooms changing, and fixes a bug where when a sublist became filtered it would change the notification count of the sublist.

This does change the expected usage of the state store to ensuring that only one place updates the rooms on the list states, which is currently the room list store. Ideally the state store could listen to the room list store to update itself, however due to a complicated require() loop it is not possible.

In 9969b01c5f we stopped updating the sublist whenever we felt like it, which indirectly froze message previews for room tiles (badges, unread state, etc were unaffected because that is managed by a different store). To fix this, we simply have to listen for changes and perform an update.

ad92e6ba00 Don't constantly re-mount the sublists with a new addRoomFn 
Any time we though that the room list had to re-render we were dynamically creating a new addRoomFn, which would signal to the sublist that it needed to re-render. 

The only reason we wrap the function from the aesthetics is to provide theoretical tiling/multiaccount support through use of different dispatchers, however considering that's not a reality yet we can just use a default dispatcher when none is supplied.

Design needs work, however this is behind labs anyways. This re-implements the behaviour of the old room list.

The implementation ended up being a lot easier due to early confusion with what the TagOrderStore and TagPanel take care of. Turns out they don't deal with tags, but groups. As such, we don't need to do anything with filtering (though we keep some sanity checks in place for safety), and just have to wire up the CustomRoomTagPanel and CustomRoomTagStore.

839851c90f Fix bug where 'show more' sometimes did nothing 
a3a1e2e01f added the padding
to maxTilesPx which was confusing the calculation of whether we
should be showing the 'show more' button or the 'show less' button.

Hopefully this fixes the issue without undoing fixes from
https://github.com/matrix-org/matrix-react-sdk/pull/4964 or the
above commit by adding the padding in all cased in `get padding()`.

8e982f52ff Fix extra room tiles being rendered on smaller sublists

The issue only applies to lists which won't have a 'show less' button, as the lists with the button would have the button's height considered when determining visible tiles. For lists that were under that (1-4 rooms), the show more button wasn't being considered and thus leading to the padding being added rather than subtracted, causing an extra tile to render.

By ensuring we include the padding for both show more and show less, we ensure that no extra tiles get rendered and that the cutoff semantics are still present.

47380306c2 Move and improve notification state handling 
Previously we were creating a notification state whenever we needed one, which was leading to hundreds of listeners even on a small account. To ease the burden, and reduce the load of having to wake so many listeners, we now record a single listener for each tag ID and room combination.

This commit also introduces a number of utilities to make future notification work a bit of an easier transition, such as the `isX` and `hasX` getters on the new NotificationState abstract class. Similarly, "snapshots" have been added to reduce code duplication between different kinds of states checking for updates.

The ListNotificationState is now heavily tied into the store which offers it to help reuse the cache of room notification states.

c5812d6c27 Move list layout management to its own store 
This is more general maintenance than performance as the RoomList doesn't need to be generating layouts for the sublists, and it certainly doesn't need to be creating a bunch of extra ones. 

The sublists are perfectly capable of getting their own layout instance and using it, and we are perfectly able to limit the number of these things we create through the session's lifespan.

8972cf9378 Potential solution to supporting transparent 'show more' buttons 
In this demonstration, we remove the cutting line (as it collides with the tile in a weird spot) and instead replace the tile with a placeholder when the text is about to collide with the avatar in the tile. We use a `round()` for this because through some amazing coincidence the collision happens at 0.47, which is close enough to 0.5 for people not to notice.

15b6a273c9 Swap out the resizer lib for something more stable 
react-resizer appears to be okay at tracking state, but it often desyncs from reality. re-resizer is more maintained and more broadly used (160k downloads vs 110k), and appears to generally do a better job of tracking the cursor.

The new library has some oddities though, such as deltas, touch support (hence the polyfill), and calling handles "Enable".

1b782ce5f2 Enable the new room list by default and trigger an initial render 
We have to trigger an initial render because during the login process the user will have started syncing (causing lists to generate) but the RoomList component won't be mounted & listening and therefore won't receive the initial lists. By generating them on mount, we ensure that the lists are present once the user gets through the login process.

7674030c6e Show 'show more' when there are less tiles than the default 
For example, if you only have 3/10 rooms required for the default then resize smaller, we should have a 'show more' button.

This works by changing the rendering to be slightly more efficient and only looping over what is seen (renderVisibleTiles(), using this.numTiles in place of tiles.length) and using a new setVisibleTilesWithin() function on the layout. Previously resizing the 3/10 case would be setting visibleTiles to ~8 instead of ~1 like it should (because the getter returns a default).

5efa5d2c80 Implement new resize handle for dogfooding 
Smaller handle width, small shadow on the top of the show more button if there's more rooms to be shown. The resize handle also only shows when you're hovering in the area now.

The original design called for the shadow to show up only if the user is cutting a tile or dragging, however that is complicated implementation-wise. For speed and encouraging a dogfooding pattern we're going ahead with this behaviour instead.

245181cf80 Fix show less/more button occluding the list automatically 
When the user would click 'show more' they would be presented with a 'show less' button that occluded the last room. 

Similarly, if they resized the list so that all their rooms would be shown and refreshed the page, they would find their last room covered by the button.

This changes the handling so that showAllClick() sets the height to numTiles + button padding, and adjusts the height calculations on render to deal with relative tiles.

This also removes the conditional padding of the resize handle, as we always occupy the 4px of space. It was leading to rooms getting trimmed slightly by the show N button.

be366bdd7f Fix various layout concerns with the new room list 
It had ~32px of overflow causing a horizontal scrollbar. Turns out the layout engine gets confused when hidden elements are at the end of a flexbox, so we just move them higher in the DOM (where they logically still make sense).

The remaining changes are all alignment and misc changes in that respect, and probably not obvious.

0755b4c148 Add a context menu to rooms in the new room list 
The tag options are not implemented out of concern for diff size. 

This splits the context menu classes out to a new "iconized" style which is common across a number of context menus, including the UserMenu.

Some of the badge/sublist styles had to change to better accommodate the menu icon lining up.

111394df6d Add hover states and basic context menu to new room list 
The 'sort by' radio buttons are blocked by https://github.com/matrix-org/matrix-react-sdk/pull/4731 as it contains the styles needed.

The 'unread rooms' checkbox is intentionally not hooked up. This is a more complicated refactoring that needs to be done.

The message preview checkbox works, though the previews remain hardcoded in this change. The primary intent of this change is to have a good enough context menu and the hover states.

The hover states are as described in the design.

0354bf9b6d Reimplement breadcrumbs for new room list 
This all-new component handles breadcrumbs a bit more smoothly for the app by always listening to changes even if the component isn't present. This allows the breadcrumbs to remain up to date for when the user re-enables breadcrumbs.

The new behaviour is that we turn breadcrumbs on once the user has a room, and we don't turn it back off for them.

This also introduces a new animation which is more stable and not laggy, though instead of sliding the breadcrumbs pop. This might be undesirable - to be reviewed.

4c1bc50649 Initial styling for new room list 
This is a work in progress, but covers the coarse areas. This uses all-new classes to better describe what everything is, and to reduce the number of selectors we keep track of.

This is primarily layout for the list and not actually the final structure. For example, some buttons are missing and other areas are not styled correctly - the idea in this commit was to get things roughly in the right place and work on it.

73a8e77d32 Add initial filtering support to new room list 
For https://github.com/vector-im/riot-web/issues/13635

This is an incomplete implementation and is mostly dumped in this state for review purposes. The remainder of the features/bugs are expected to be in more bite-sized chunks.

This exposes the RoomListStore on the window for easy access to things like the new filter functions (used in debugging).

This also adds initial handling of "new rooms" to the client, though the support is poor.

Known bugs:
* [ ] Regenerates the entire room list when a new room is seen.
* [ ] Doesn't handle 2+ filters at the same time very well (see gif. will need a priority/ordering of some sort).
* [ ] Doesn't handle room order changes within a tag yet, despite the docs implying it does.

* Create a proxy class to ensure the app still functions as expected when the various stores are enabled/disabled

a5f3318f3b Convert view_user dispatch to prove the conversion works 
This is a relatively obvious dispatch action that doesn't require a lot of complicated type definitions, so should be a good candidate to prove the thing works. If for some reason the thing stops working, we've done something wrong.

This also adds a bit of generic types to the dispatch call so we don't confuse the tsx parser by using `dis.dispatch(<ViewUserPayload>{...})` as it thinks that's supposed to be a component. We still get type safety, and the thing remains happy with the generics approach.

Separate device verification toasts into ones for devices that were
there when the app loaded and a separate toast for each device that
has appeared since.

verification flow again).

3962c98c9b Ensure PersistedElements are refreshed when AuxPanel scrolls 
If the screen is not tall enough, AuxPanel starts scrolling its content.
If it contains PersistedElements, they need to be notified about
scrolling as they only listen on resize events to move their element.

f54e99c708 Use WidgetType more often to avoid breaking new sticker pickers 
Turns out that setUserWidget() wasn't updated to take a real WidgetType, but the code in ScalarMessaging thought it did. This leads to integration managers trying to add sticker widgets with an object `type` rather than a string `type`, which doesn't work.

This updates other code paths which call into the various widget classes to use WidgetType more often. The actual code path for fixing widgets is resolved in WidgetUtils for the setUserWidget function body.
