This should be completely safe to deploy, even without a labs flag, because policy rooms (ban lists) are usually only joined by the people who know what they are. This also has no relation to the Mjolnir functionality currently in Riot, though it does make seeing your ban list a bit less awkward. 

Ban list rules only show up in ban list rooms and rarely show up in public rooms, hence the somewhat vague messaging. It should be obvious that it's a ban list room due to the surrounding room decoration/purpose.

* Convert `E2ePadlock` to a class-style component so the hover state can be tracked (tooltips).

94fed922cf Intercept cases of disabled/no integration managers 
We already intercepted most of the cases where no integration manager was present, though there was a bug in many components where openAll() would be called regardless of an integration manager being available.

The integration manager being disabled by the user is handled in the IntegrationManager classes rather than on click because we have quite a few calls to these functions. The StickerPicker is an exception because it does slightly different behaviour.

This also removes the old "no integration manager configured" state from the IntegrationManager component as it is now replaced by a dialog.

b185eed462 Wire up the widget permission prompt to the cross-platform setting 
This doesn't have any backwards compatibility with anyone who has already clicked "Allow". We kinda want everyone to read the new prompt, so what better way to do it than effectively revoke all widget permissions?

ca12e6c010 don't render unverified state on bubbles 
as they are only used for verification right now,
and verification events will be unverified by definition,
so no need to alarm users needlessly.

Also, this breaks the bubble layout on hover due to e2e icons
and verified left border style.

Redacted messages do not have message types, despite being room messages.

Regressed in https://github.com/matrix-org/matrix-react-sdk/pull/3601

Click-to-ping being broken (as mentioned by https://github.com/vector-im/riot-web/issues/11353) is a side effect of the react stack falling over. Once one room crashes, click-to-ping is broken everywhere.

 + notate that the composer has an autocomplete
 + notate the open/closed state of the autocomplete
 + notate the name of the open autocomplete options
 + notate the ID of the highlighted autocomplete option

ffe34ee8a1 try to see if this fixes safari back 
on of the 2 changes (updating dom async from compositionend,
or ignoring keydown while composing) here has, while fixing chrome,
broken safari.

Don't do the async dom updating for safari if that was it.

2596281a7c update last caret from update callback instead of input event 
many editor updates are not caused by an input event, so
the last caret wasn't always up to date.

Updating the caret from the update callback ensures that every
time the editor contents is changed, the last caret is updated.

This changes email invite previews to check more specific cases about whether
the email has been added to your account, you have an IS, the email is bound,
etc.

In addition, it always allows you to join if you want to.

c135cd60d2 restore insert mention 
for this, we need to store the last caret in the editor,
to know where to insert the user pill.

Because clicking on a member blurs the editor, and the
selection is moved away from the editor.

For this reason, we keep as cache of the last caretOffset object,
invalidated by a selection with different values.

The selection needs to be cloned because apparently the browser
mutates the object instead of returning a new one.

cd089a3f95 Track the user's own typing state external to the composer 
Fixes https://github.com/vector-im/riot-web/issues/9986

There's a few reasons for pushing this out to its own place:
* In future, we might want to move WhoIsTyping here.
* We have multiple composers now, and although they don't send typing notifications, they could (see https://github.com/vector-im/riot-web/issues/10188)
* In future we may have status for where/what the user is typing (https://github.com/matrix-org/matrix-doc/issues/437)
* The composer is complicated enough - it doesn't need to dedupe typing states too.

Note: This makes use of the principles introduced in https://github.com/vector-im/riot-web/issues/8923 and https://github.com/vector-im/riot-web/issues/9090

The flex box was behaving a bit strange, so we just wrap the content and change `height: 235px` to `max-height: 235px` to get scrollbars.

cf0799289d Disable left/right arrow navigating completions for now 
as the autocomplete is now very eager to appear, this breaks
caret navigation when typing e.g. anything with a colon.

Ideally, we should make the AC less eager to appear,
but this is a quick fix for now.

4ec7a8ddff Fix casing of TooltipButton 
My brain can't deal with two different ways to write "Tooltip", so this
converges the naming to match the rest of the code base. Separate commits will
fix up the file names for case-insensitive file systems.
