66f7600969 Add accessSecretStorage helper with common flow setup 
This moves the details of dialogs that may be needed when accessing secret
storage to centralised helper. In addition, this clears the secret storage key
cache so that keys are only live for a single operation.

This should be completely safe to deploy, even without a labs flag, because policy rooms (ban lists) are usually only joined by the people who know what they are. This also has no relation to the Mjolnir functionality currently in Riot, though it does make seeing your ban list a bit less awkward. 

Ban list rules only show up in ban list rooms and rarely show up in public rooms, hence the somewhat vague messaging. It should be obvious that it's a ban list room due to the surrounding room decoration/purpose.

4bcf99f65e Fix member info not opening 
The subclasses listen for view_user and similar dispatches, which then start up the RightPanel. We weren't registering a listener though because we changed to using the RightPanelStore for most of our logic.

78555ed422 Make reaction buttons more accessible 
Fixes vector-im/riot-web/issues/11608.

This patch:

1. Turns the container of reaction buttons into a toolbar.
2. Makes each button span into a button with a tabindex and an aria-label.
3. Constructs an alternative label that differs slightly from the text displayed by the tool tip:
   * It uses the names of the people who reacted.
   * It puts a space before the "reacted with" text.
   * It uses the actual emoji characters, not the converted colon-delimited shortNames, because the emojis usually tell blind users more about the expression.
   * It omits the number of reactions, since that information is already conveyed by the names.

This also fixes a bug where the the theme logic can incorrectly get stuck in the light theme - the ThemeController was overriding *all* values, not just supposed themes. Null values aren't overridden so that the various theme logic bits don't assume the user has chosen the light theme explicitly.

7b013ecc69 Fix persisted widgets getting stuck at loading screens 
The widget itself is rendered underneath the loading screen, so we just have to disable the loading state.

This commit also removes the "is" attribute because React 16 includes unknown attributes: https://reactjs.org/blog/2017/09/08/dom-attributes-in-react-16.html

c9b972116a Remove broken velocity-ui animation 
The deactivate account dialog tried to shake the password box on
an incorrect password but it didn't work because we don't import
velocity-ui anywhere. Looks like we forgot to import it in
DeactivateAccountDialog.js and were relying on it being imported
elsewhere (so probably broke when BottomLeftMenu got removed).

Either way, we no longer use the field-shake animation anywhere else,
so just remove it.

c705752317 add toast for verification requests 
this uses a verification requests as emitted by the js-sdk with
the `crypto.verification.request` rather than a verifier as emitted
by `crypto.verification.start` as this works for both to_device and
timeline events with the changes made in the js-sdk pr.

94fed922cf Intercept cases of disabled/no integration managers 
We already intercepted most of the cases where no integration manager was present, though there was a bug in many components where openAll() would be called regardless of an integration manager being available.

The integration manager being disabled by the user is handled in the IntegrationManager classes rather than on click because we have quite a few calls to these functions. The StickerPicker is an exception because it does slightly different behaviour.

This also removes the old "no integration manager configured" state from the IntegrationManager component as it is now replaced by a dialog.

b0eb54541c Rip out options to change your integration manager 
We are not supporting this due to the complexity involved in switching integration managers. We still support custom ones under the hood, just not to the common user. A later sprint on integrations will consider re-adding the option alongside fixing the various bugs out there.

This doesn't have any backwards compatibility with anyone who has already clicked "Allow". We kinda want everyone to read the new prompt, so what better way to do it than effectively revoke all widget permissions?

6b726a8e13 Implement the bulk of the new widget permission prompt design 
Part 1 of https://github.com/vector-im/riot-web/issues/11262

This is all the visual changes - the actual wiring of the UI to the right places is for another PR (though this PR still works independently).

The help icon is known to be weird here - it's a bug in the svg we have. The tooltip also goes right instead of up because making the tooltip go up is not easy work for this PR - maybe a future one if we *really* want it to go up.

48b1207c6e split up PowerLevelEditor into two components 
one while editing (PowerLevelEditor) and one
while not editing (PowerLevelSection).

Also save when pressing the button, not when changing the
power dropdown.

ca12e6c010 don't render unverified state on bubbles 
as they are only used for verification right now,
and verification events will be unverified by definition,
so no need to alarm users needlessly.

Also, this breaks the bubble layout on hover due to e2e icons
and verified left border style.

Redacted messages do not have message types, despite being room messages.

Click-to-ping being broken (as mentioned by https://github.com/vector-im/riot-web/issues/11353) is a side effect of the react stack falling over. Once one room crashes, click-to-ping is broken everywhere.

This fixes a regression introduced by the full emoji picker which inserted empty
variation selectors in the thumbs up / down quick reactions. Since this makes
them different characters, it would cause us to not aggregate thumbs from web
vs. mobile together.

We keep onTileUpdate in MessgeEvent because it's a generic thing for the class to handle. onMessageAllowed is slightly different than onShowAllowed because "show allowed" doesn't quite make sense on its own, imo.

This adds a prompt whenever we are about to perform some action on a default identity
server (from homeserver .well-known or Riot app config) without terms. This
allows the user to abort or trust the server (storing it in account data).

579ada3ca2 Add an overall reachability timeout of 10s 
This adds a reachability timeout of 10s when checking the IS for 3PID bindings.
This ensures we stop in a reasonable time, rather than waiting for a long list
of requests to eventually timeout via some general mechanism.

If the IS is unreachable, this handles the error by showing a warning
encouraging the user to check after their personal data and resolve the
situation, but still allows them to continue if they want.

61cc6c8293 Correctly update the banned users list when a user is unbanned 
Fixes https://github.com/vector-im/riot-web/issues/11123

Error wasn't actually the user being unbanned twice - it was a React error about "cannot call enqueueForceUpdate of undefined", which was a binding problem with onUnbanned. However, fixing that didn't do the intended thing - the user was still shown in the settings. We now just listen for membership and  fix it that way.

0e8dc24c3f Add a basic error boundary for the entire app 
This adds a basic error boundary around the entire app to catch errors during
rendering and present the user with the options on how to proceed. This is not
implemented as a modal so that it could be used selectively in portions of the
app as well, such as just the `RoomView`.

99b804d567 Change to separate add and bind to guard 3PID account section 
This changes to checking for HS support of separate add and bind when guarding
the 3PID account section.

For older HSes, we in fact always require an IS for add with bind param, so the
previous version of this was incorrect.

4e42dbe418 Fix address type props to state conversion 
The address picker recently started tracking props and state versions of valid
address types separately
(https://github.com/matrix-org/matrix-react-sdk/pull/3408), where props
represents the maximal set of possible types and the state is the current
available types right now (since it can change while the dialog is open).

For the case where there is no a IS, a regression was introduced by that PR by
mutating the props in place instead returning a modified copy for the state.

5fddb20d86 Stop setting IS input field on account change 
This stops setting a value in the IS input on account change. While it may have
been marginally useful if you have the form open and change on a different
device, it also seems to pick up changes on the current device, leading to
strange UX locally.

891ccf0f4c don't update model while doing IME composition 
this prevents the composition from being disrupted because
the DOM is modified, and also complete compositions are added
to the undo history like this.

ac2b8b874f Don't infinite loop on server change 
ServerConfig assumed that the state was already correct when
checking the given urls against the default, but that is not
neccessarily the case (eg. the validation can return a different
url to what the user entered). This would cause an infinite loop
because it would keep firing onServerConfigChange to change to
the desired URLs but the state would never change.

72ec6c7062 Reveal custom IS field only when required 
This hides the identity server at first from the custom server auth flows. For
the flows that may need an IS if the HS requires it (registration, password
reset), we then check with the HS before proceeding further and reveal the IS
field if it is in fact needed.

c135cd60d2 restore insert mention 
for this, we need to store the last caret in the editor,
to know where to insert the user pill.

Because clicking on a member blurs the editor, and the
selection is moved away from the editor.

For this reason, we keep as cache of the last caretOffset object,
invalidated by a selection with different values.

The selection needs to be cloned because apparently the browser
mutates the object instead of returning a new one.

f55a40001c Touch up settings: alignment, spacing, error states

Issues fixed:
* Fields were not ~30px from the avatar (too much right margin)
* Tooltips overflowed the dialog on some resolutions
* SetIdServer didn't have an error state for making the field red
* Spacing between sections in Discovery was wrong (fixed by just removing the problematic n+2 selector - it didn't help anything)

29085895a7 Fix regression on widget panel edit button 
Due to commit ffa49df889
the parameters for the call to open a widget in edit mode from the
widget panel in a room has broken. The `screen` parameter needs
to be prefixed with `type_` as it was before.

This corresponds to parameters supplied when creating the URL when
opening a widget in edit mode through Scalar screens.

1. Use red to confirm delete rather than cancel and green to cancel
2. Show the action you're about to perform in the confirmation
3. Label confirmation button with the action rather than yes/no.
