Default value for public_baseurl (#11210)
We might as well use a default value for `public_baseurl` based on
`server_name` - in many cases, it will be correct.

renew_email_subject: "Renew your %(app)s account"
template_dir: "res/templates"
account_renewed_html_path: "account_renewed.html"

for backwards compatibility.
