Ensure Python 3.13 and PostgreSQL 17 compatibility (#17752) This adds Python 3.13.0 to the trial test matrix Also updates `cffi` and `zope.interface` in the locked dependencies to make sure we have versions compatible with Python 3.13. For some reasons, they are not being picked up by dependabot.
