Define 'BundleKeys' as 'const'

During the migration from Java to Kotlin this was not done and resulted
in

    BundleKeys.INSTANCE.getKEY_CALL_VOICE_ONLY()

instead of

    BundleKeys.KEY_CALL_VOICE_ONLY
