Windows MSI: Add helper DLL and shared migration tools code
The helper DLL will be utilized by Windows Installer with Custom Actions defined in the NCMsiHelper.wxs WiX fragment.

Exports:
- ExecNsisUninstaller
- RemoveNavigationPaneEntries
