[TESTS] add GOLANGCI_LINT_ARGS to control golangci calls
It is for instance useful with:

GOLANGCI_LINT_ARGS="--concurrency $(expr $(nproc) / 2)" make lint-backend

on a laptop where overcommitting the CPU degrades the UI performances.
