90a898d03f Move dispatcher into a subdirectory

3f99332f4b Use componentDidMount in place of componentWillMount where possible 
This fixes a common React warning we see. Most of these components should be using constructors instead, however componentDidMount is just as good (and doesn't require converting most of these).

Conversion to classes will be done in a later stage of React warning fixes.

2b40bb905a Add shortcut CmdOrCtrl+. to toggle right panel. Gets rid of forced-update on right panel changes which may not be the ones we care about.

6e882251bd Break the right panel completely 
This lays a foundation for redirecting all the traffic through the new store, but for now the core parts of the app need to stop caring if the right panel is open.

Static dialogs are ones that stay open underneath other dialogs, like the terms of service prompt. This is how user/room settings operate.

24705d02b7 Replace DM logic in view_start_chat_or_reuse

This code is used by the welcome bot logic and the groups/communities section of the app. goHomeOnCancel can be removed because no matter what happens we'll end up in a room with the user (and we aren't showing a dialog anymore).

4ec7a8ddff Fix casing of TooltipButton 
My brain can't deal with two different ways to write "Tooltip", so this
converges the naming to match the rest of the code base. Separate commits will
fix up the file names for case-insensitive file systems.

20e296b20e Convert image URLs in React to require calls 
This allows Webpack to insert the proper image URL after builds steps like
adding a hash and so on. The path you supply to `require` is relative to the JS
source file, just like any other would be.
