32f9a4e623 Add some debugging around the recently DM'd users 
The suggestions are relatively stable, but the recents have some issues. Adding logging to the suggestions would also destroy the console log with thousands of messages whereas recents aren't too bad.

1e25b32ba3 Enable encryption in DMs with device keys 
When the cross-signing lab is enabled, this changes DMs to use encryption as
long as all invited users have uploaded device keys (which we're using as a
proxy for "has some client that understands E2E").

c25c1878b8 Move control of room initial state into createRoom 
This changes `createRoom` so it has more control of the room's initial state,
and appends state for different features, rather resetting the entire state
array. This makes room for also controlling encryption state in the next change.

fb9962b08e Disable key request dialogs with cross-signing 
Cross-signing verification is meant to replace the old key share between devices

4de0f7257a Initial implementation of FTUE user lists design 
This covers the "recents" section and rough design exclusively. It is known that the Field does nothing and that there's a bunch of missing functionality - this is to be iterated upon in future PRs. Labs flag is to aide development and should be removed in a very near future PR.

Also, this is focusing on DMs and not user lists in general because I misinterpreted the scope. I'll fix this in a future PR and instead make this the best DM invite dialog it can be.

We use `export default` begrudgingly here. Ideally we'd use just `export`, though this entire SDK expects things to be exported as a default. Instead of breaking everything, we'll sacrifice our export pattern for a smaller diff - a later commit can always do the default export -> regular export conversion.

3ac0deebab Use static modals for verification 
Verification with cross-signing may requiring asking for your secret storage
passphrase, which is displayed in it's own modal on top of flows. For now while
verification takes in modals also, mark the verification ones as static so they
don't lose state when secret storage appears on top mid-flow.

c9b972116a Remove broken velocity-ui animation 
The deactivate account dialog tried to shake the password box on
an incorrect password but it didn't work because we don't import
velocity-ui anywhere. Looks like we forgot to import it in
DeactivateAccountDialog.js and were relying on it being imported
elsewhere (so probably broke when BottomLeftMenu got removed).

Either way, we no longer use the field-shake animation anywhere else,
so just remove it.

94fed922cf Intercept cases of disabled/no integration managers 
We already intercepted most of the cases where no integration manager was present, though there was a bug in many components where openAll() would be called regardless of an integration manager being available.

The integration manager being disabled by the user is handled in the IntegrationManager classes rather than on click because we have quite a few calls to these functions. The StickerPicker is an exception because it does slightly different behaviour.

This also removes the old "no integration manager configured" state from the IntegrationManager component as it is now replaced by a dialog.

c4d45e87ea Use a ternary operator instead of relying on AND semantics in EditHIstoryDialog 
Fixes https://github.com/vector-im/riot-web/issues/11334 (probably).

`allEvents` should never have a boolean in it, so given the stack trace and the code this is my best estimate for what the problem could be. I can't reproduce the problem.
