This does 3 things:
* Makes the `MultiInviter` check for a user profile before attempting an invite. This is to prove the user exists.
* Use the `MultiInviter` everywhere to avoid duplicating the logic. Although a couple places only invite one user, it is still worthwhile.
* Communicate errors from the `MultiInviter` to the user in all cases. This is done through dialogs, where some existed previously but were not invoked.

Specifically to the 403 error not working: What was happening was the `MultiInviter` loop was setting the `fatal` flag, but that didn't resolve the promise it stored. This caused a promise to always be open, therefore never hitting a dialog.

A11y: repurpose more divs into AccessibleButtons. 
With this more of the
controls that look like buttons can be operated via the keyboard and
navigated to by screen reader users. This includes editor buttons such
as File upload, Audio / Video call, Right pannel hide button, Jump to
the bottom timeline button, and some more buttons found in the user
settings.
Also I have added alt texts to some images that in turn label buttons
which these happen to be packed in and removed some untranslated alt
texts from decorative non-actionable images that might add more
verbosity when talking about screen reader user experience.

31b772997e Option to remove the presence feature by HS 
Adds a config option that disables showing presence for certain
HS URLs, so we can disable it on matrix.org where the feature is
turned off.

52af7a7659 Attempt to clarify the affect that the users_default has on power levels 
This modifies displayed power levels such that:
 - If users_default is !== 0:
   - the power level 0 is displayed as "Restricted (0)"
   - the power level users_default is displayed as "Default ({users_default})"
 - Otherwise:
   - the power level 0 is displayed as "Default (0)"

When changing users_default, to say, 10, when the textual powers are rendered
again, they will take users_default into account. So those previously at 10
and which would have previously have been rendered "Custom of 10" will now
read "Default (10)". Conversely, those that were "Default (0)" will now read
"Restricted (0)".

This code only kicks in if the user was ignored after an event was sent. The homeserver should prevent other events from coming in.

4998d1b359 Prepare for asynchronous e2e APIs 
the js-sdk is making some of its APIs asynchronous, and adding an `initCrypto`
method which you have to call.

Particular methods we need to worry about are:

* `getStoredDevice`
* `getStoredDevicesForUser`
* `getEventSenderDeviceInfo`
* `isEventSenderVerified`

8001c0b16b Add confirmation dialog to kick/ban buttons 
Add a specific dialog used for confirming member actions.
