db61d343f5 Add option to send/edit a message with Ctrl + Enter / Command + Enter 
When editing multi-line text this option helps to prevent accidentally
sending a message too early. With this option, Enter just inserts a new
line.

For example, composing programming code in a dev chat becomes much
easier when Enter just inserts a new line instead of sending the
message.

bbe2084f66 Add independent set up / reset actions in Settings 
This adds set up and reset actions to each of cross-signing and secure backup
that do separate things, rather than mixing concerns together. (It's temporarily
still a bit of lie for backup, as more changes are needed to stop resetting
cross-signing as well.)

aae68f7d1a Move 4S status to backup panel

cross-signing panel. The available actions are unchanged as part of this commit,

fed7ebb6bc Hide Delete Backup button when Secure Backup required 
If Secure Backup is required by the HS admin, then this hides the Delete Backup
button in Settings to ensure everyone keeps their backup per policy.

04142a8723 Remove duplicate compact settings, handle device level updates 
This removes the duplicate setting for compact layout from the appearance tab,
and leaves the "advanced" one, matching the intention from Design.

This also adds the relevant handling to ensure the device-level setting triggers
an update immediately when changed.

b01015f5c5 Show cross-signing / secret storage reset button in more cases 
This exposes the cross-signing / secret storage reset button in more cases to
hopefully give people a better chance of trying again in case something failed
halfway through set up. In particular, any combination of keys existing now
reveals the reset button.

e5da81b6ba Ensure key backup gets dealt with correctly during secret storage reset 
Fixes https://github.com/vector-im/riot-web/issues/13562

We only initialize a new key backup if the user requested one. If they've requested new keys but have not asked for keys to be backed up, we simply delete the now-invalid backup.

This also adds some logging to identify in rageshakes when someone resets their cross-signing, and when their key backup is being deleted.

9a14417a03 Don't try to reload profile information when closing the user panel

This looks to have been caused by something to do with the app load order, though where is a mystery. The view change seems to fire for the same page type despite a dispatch that says to change the view type.

Instead of debugging it too much further, we'll just patch around it.

This commit also makes the settings link use a more safe approach to viewing the user info - not going through the dispatcher means we are at the mercy of browser behaviour when we already have a loop which deals with this.

This is part of the cross-signing shipping master plan. Known issues relating to this feature are:

In theory, these are issues we're comfortable with shipping as we're already enabling it by default. This just makes it easier on everyone by removing the flag (making it still enabled by default).

These all aren't using componentDidMount because they do something which causes application instability if componentDidMount were used. Much of these calls are expected to move into constructors once they are converted to real classes.

3f99332f4b Use componentDidMount in place of componentWillMount where possible 
This fixes a common React warning we see. Most of these components should be using constructors instead, however componentDidMount is just as good (and doesn't require converting most of these).

Conversion to classes will be done in a later stage of React warning fixes.
